The Baton Rouge/New Orleans region is shaped by federal policy & physical infrastructure in the form of the construction of levee, upper dams and FEMA maps and flood insurance programs.
These policies have left the region susceptible to flooding while also promoting new development and redevelopment in high risk areas. In addition, these policies have led to the destruction of the coastal habitat to both human and wildlife.
